Yoe Anto Ginting was born in Medan on 6 March 1963. He completed his primary education at SD Negeri 6 Medan in 1972, graduated from SMP Negeri 3 Medan in 1977, and finished his secondary education at SMA Kesatria Medan in 1981. He earned his bachelor's degree from Universitas Sumatera Utara (USU) in 1988 and completed his master's degree at Universiti Sains Malaysia, Penang, Malaysia, in 2011.

He has been a lecturer in the Department of Ethnomusicology, Faculty of Cultural Sciences, Universitas Sumatera Utara, since 2003. Throughout his career, he has actively promoted the arts and cultural heritage of North Sumatra through numerous international cultural missions. Between 2003 and 2004, he participated in cultural tours across Western Europe, including the Netherlands, Germany, and France, as a member of the North Sumatra cultural delegation. In 2007, he joined the United Evangelical Mission (UEM) program, bringing the performing arts of North Sumatra to Tanzania and Zanzibar. He has also represented USU in several Indonesia–Malaysia–Thailand Growth Triangle (IMT-GT) cultural programs held in Malaysia and Thailand.

Yoe Anto Ginting has frequently appeared as a guest speaker on Karo arts and culture programs broadcast by TVRI Medan, where he has also performed traditional Karo music and dance. Most recently, in October 2022, he participated in the same program, presenting the traditional dance drama Gundala-Gundala and Landek Sada Tan. Over the past decade, he has also been active as an actor in numerous Karo-language drama films, primarily portraying father figures. These productions are widely available on YouTube.

His academic and community engagement includes presenting a paper titled The Role of Traditional Textiles in Karo Performing Arts at the Karo Traditional Clothing (Rose) Seminar in Berastagi in 2018. In 2019, he led a community service program that provided training in the making and performance techniques of the Gendang Telu Sendalanen traditional musical ensemble at the GBKP Gelora Kasih Christian Orphanage in Sukamakmur Village, Sibolangit District, Deli Serdang Regency.

In 2022, he co-authored the book Menenun Asa: Uis Karo dan Eksistensinya, a study of the Karo textile collection at the North Sumatra Provincial State Museum. He also participated in the International Seminar Measuring Ecological, Religious, and Educational Discourses in Ethnomusicology hosted by the Indonesian Institute of the Arts (ISI) Yogyakarta, where he presented a paper titled Drama Tari Gundala, which was subsequently published in an ISI Yogyakarta academic journal.
